Safety of travel — There must be safety for the journey; Hajj is not obligatory for those without safe travel. The obligation may be deferred if a very significant risk to life or security is involved.”
For Female Participants: Duty of Mahram – Some scholars say that women must be accompanied by a Mahram (male relative) when performing Hajj, some scholars say as long as a group of Women is safe, they can go without a Mahram.
When all these conditions are met Hajj becomes an occasion of performing at least one at a lifetime (Fard). If any of these conditions is not met, a person is not obliged to do Hajj until the conditions are not met.
